El permiso de residencia países amigos se abre a los peruanos y a la inversión extranjera en Panamá a partir de este 7 de agosto de 2021. Panamá vuelve a mover sus fichas en pro de la inversión extranjera y lo hace pocos meses después de haber modificado su legislación para la obtención del Permiso de Residencia de Países Amigos (modificado por medio del Decreto Ley 197 de 2021).
Para la aprobación del Permiso de Residencia, el solicitante y su empleador estarán obligados a tramitar ante el Ministerio de Trabajo y Desarrollo Laboral el permiso de trabajo que autorice al solicitante a laborar en el territorio nacional.
Esta opción permite obtener la Residencia Provisional por dos años y aplicar a la Residencia Permanente al tercer año
Para aplicar a esta visa, el extranjero profesional debe poseer un título de Técnico Superior Universitario (TSU), Licenciatura, Maestría o Doctorado (en las carreras que no están reservadas a los nacionales Panameños). Esta visa otorga una primera residencia por un lapso de 2 años y permite luego la solicitud de permanencia para pasar a una residencia permanente e indefinida. Es una visa con permiso de trabajo y el derecho a incluir a sus dependientes (Conyugue, hijos y padres) en el trámite. Al aplicar a esta visa, los solicitantes obtendrán una visa profesional por 2 años y vencido ese plaza podrán optar a la permanencia con derecho a cédula; sin embargo, solo el principal tiene derecho a Permiso de trabajo, por lo que, si emigras con tu pareja y también tiene título profesional lo recomendable es que intentes 2 aplicaciones de manera independiente. Cada uno solicita su visa; no como grupo familiar. Si el título ha sido otorgado por una universidad extranjera debe primero realizar la revalida de ese título ante la Universidad Nacional de Panamá ó la Universidad Técnológica de Panamá.
The Qualified Investor program offers international investors an “expedited” (30 day process) opportunity to obtain legal permanent residency status in Panama, leading to citizenship in Panama (and a Panama passport).
The “Qualified Investor” immigration program was created by Executive Decree # 722 of the 15th of October of 2020.
This particular Qualified Investor residency program offers a special benefit in that the investor is not required to be present in Panama, to apply for residency. The immigration application can be submitted by the investors lawyer, through a special power of attorney .
Three options exist to qualify for this visa created to attract wealthy foreigners:
From August of this year, applicants from the friendly countries can now no longer buy or register a business to prove economic ties to Panama.
They’ll have to either invest at least $200,000 into Panamanian real estate or get employed with a Panamanian company.
Friendly Nations Residency under the new rules will be temporary for two years.
Panama’s 54 Friendly Nations countries, they’re taking Taiwan off the list and added Peru.
Foreigners working for a Panama company in a “professional” capacity paying social security taxes and holding a college degree and a professional license (if required by his or her country) can become a permanent resident after two years of being a temporary resident. The term “professional” is not limited to the definition in Panama’s Constitution or the laws defining a professional for citizens.
Last week, Panama announced the creation of a temporary visa for remote foreign workers. The news came on the same day they announced changes to the Friendly Nations Visa program
Once accepted, applicants can stay in Panama for nine months, with the option to extend for another nine months, allowing 18 months in total. They will need to show proof of income (from outside Panama) of at least $3,000 per month for an individual or $4,000 per month per family. It’s assumed that “family” means more than one person.
As well as proving their outside income, applicants must also have health insurance to cover their stay in Panama and sign an affidavit of non-acceptance of a job in Panama.
Retirees or persons with “lifetime” pensions may qualify for the Panama retirement visa, also called the “Panama Pensionado Visa”.
The Panama Pensionado Visa allows foreigners to obtain legal residency under the condition that they have a pension income guaranteed for life. According to the Panama Immigration Department, there is no minimum or maximum age required to qualify.
The applicants’ retirement income (or pension income) must be for life, and must be a minimum of one thousand US Dollars (US$1,000) per month. If your lifetime pension income is less than US$1,000 per month, but equal to or more than US$750 per month, you may purchase any Panama real estate property with a value of at least US$100,000, which reduces the lifetime monthly pension income requirement down to a minimum of US$750.
The St. Kitts & Nevis Citizenship by Investment Program is the oldest of its kind in the world. Established in 1984 the program grants citizenship through donation or real estate investment to qualified applicants. The government requires investment of either a minimum donation of $150,000 to the Sustainable Growth Fund (SGF) or investment of $400,000 in real estate (can be reduced to $200,000 for connected investors) plus related government and due diligence fees.
Anguilla launched its residency by investment programme in June 2019. The programme is attractive for investors seeking a tax efficient residence. Unlike other Caribbean programmes such as St. Kitts and Antigua the Anguilla programme is not a citizenship by investment or second passport programme. The Cayman Islands offer a permanent residency programme which also offers a path to eventual naturalisation and citizenship. The programme is attractive for investors seeking a tax efficient residence as the Cayman Islands have no corporation, income, capital gains, inheritance or sales taxes.
Applicants can qualify by making a minimum investment of $2.4 million into qualifying real estate.
